USA Youth and High School Rugby (USAY&HSR), the National Governing Body of youth and high school rugby in the U.S. as designated by USA Rugby, is starting the Application Process for seating volunteer National Committee positions.

This is a great undertaking and each Application Announcement will be accessible via this website and social media feeds. 
 
The following Committees will be seated:

  • Discipline & Dispute

  • Equity, Inclusion, & Access

  • Budget & Planning

  • Training & Education

  • Finance

  • Nominations & Leadership

  • Governance

 

The requirements of each application will be included in the individual Committee Announcements but will include:

  • CV/Resume (with both personal and professional information)

  • Copies of any relevant certifications

  • 3 References

  • Cover Letter

  • Follow-up email will include a Self-Assessment form provided by USAY&HSR

CONFIDENTIALITY NOTICE

All applicant information will be used solely for the purposes of seating USA Youth and High School Rugby committee and leadership positions. Applicant information will only be distributed to persons requiring direct knowledge for leadership assessment and approval purposes.
 
Personal identifying demographic information will be used to contribute to the representation of our rugby community on the Committees. All individuals applying for Committee positions will be considered on an equal basis regardless of race, color, creed, national origin, religion, gender, sexual orientation, or disability.

COMITTEE POSITIONS

 

Finance Committee, Member Positions

Youth and High School Rugby (USAY&HSR) is the Affiliate Sanctioned Organization for the Youth and High School Community pursuant to Article 3, Section 3.1.(c)(iv) of the USAR Bylaws. USAY&HSR holds full sanction activities as to the governing of youth and high school level rugby activities.  
 
COMMITTEE DESCRIPTION
The Finance Committee will be responsible for the financial health of USAY&HSR. Members of the Committee should have a previous and/or current role in the Youth & High School community in order to appropriately represent the needs of the community and the standards of its associated members. The Committee Chair will be designated by the BOD. 
 
QUALIFICATIONS FOR MEMBERSHIP

  • Ability to monitor USAY&HSR financials and report areas of concern

  • Have the time and passion to put work into the mission of the Committee, and the integrity to ensure that information shared with and within the committee is held in confidence.

  • Have 2+ years’ experience and related skills in one or more of the following:  finance, accounting, tax, insurance, risk management, governance structure, budgeting, audit, non-profit management, grant writing, or other areas related to the mission of the Committee.

  • Work with leadership, abiding by policies, procedures and best practices to develop desired financial reports of specific detail and frequency to be presented to the membership  

  • Create, approve and update (as necessary) policies that help ensure the assets of the organization are protected and ensure that they are being followed

  • Proposing annual budgets and rolling three-year financial plans for Council adoption that integrate strategic plan objectives and initiatives

  • Oversight and auditing of the finances of the Council

  • Negotiating the percentage allocation and funding responsibility for any resources shared with USAR’s other divisions (i.e., cost center accounting rules / allocations)

Governance Committee, Member Positions

The Governance Committee will be responsible for creating and implementing policies that will improve the professionalism of the organization. The Committee will assess the efficiency, transparency, and accountability of the organization. 

 

Members of the Committee should have a previous and/or current role in the Youth & High School community in order to appropriately represent the needs of the community and the standards of its associated members. 

 

The Committee Chair will communicate with other Chairpersons from Senior Club and College Committees. A broad range of applicants are desired, but should be interested in the professionalism and implementing business standards for rugby organizations.


QUALIFICATIONS FOR MEMBERSHIP

  • Ability and willingness to learn World Rugby and USA past and current processes.

  • Ability to propose organization changes in a neutral and unbiased manner

  • Experience assessing internal controls and practices

  • Ability to develop and update policies to increase professionalism of USAY&HSR 

  • Mindset that the Committee represents youth and high school rugby to the fullest potential, and setting and maintaining standards of behavior

  • Required to make a consistent effort to respond to required tasks, and complete quality work
